Zemina has less specific branching structure, and more of a simplistic pecking order representing the hierarchy of the old days. Leadership is top-heavy and follows a strict bureaucratic set of ranks, with lower ranks free to do as they wish so long as they stay in line.i. the base ranks.

CITIZEN: Lowest tier. These are glorified civilians who pledged loyalty to the League. While rarely fighters or active participants, they’re often in jobs that are as advantageous to the League as possible.
- REGION; first last name; ♂/♀; [app]TROOPERS: Lowest active tier. The catch-all term for all of those actively aiding the League. While not often soldiers, they are usually trained to at least understand basic combat knowledge. Small groups of troopers are generally presided over by gym leaders.

ii. the administrative ranks.

ADMINISTRATOR: A step above grunts. Administrators maintain order, and are generally in jobs that require more advanced training. These are the work bosses, the squad leaders, and the division heads. They answer to Gym Leaders.
- KANTO; helen zervos; ♀; [app]LEADER: A mayoral role of sorts. Leaders are responsible for the laws, regulations, and protections of the town they govern. Some take more passive roles, while others rule with an iron first on their own initative.

Each Elite member presides over the heavy lifting of the region. They are entrusted with the defense of their region and authority over its gym leaders. They also serve as the Commander's confidant, bodyguard, and oftentimes successor. With six regions, there are 6 available positions, one for each region. NOTE: Your character must have participated in ONE site event to become an elite.

The head of the region. Each region only has one, leading to a total of 6 global commanders. NOTE: Your character must have participated in ONE site event and have 25 IC posts to become a commander. They are the top authority of the land, and are the only ones permitted to attend special League Commander meetings and other such secret conferences.
