Trooper. Not only does this allow him to stay relatively hidden, no one's going to assume much of a trooper. I mean, he's a janitor, chef, and engineer. What do you think he could possibly do to you?

▶ PERSONALITY:
Positive Traits:
Mild-Mannered: He's actually chilled out compared to both times he was in Rocket. He's not gonna be the one to throw insults as a greeting.
Versatile: While not excelling in one thing or the other, what he can do is arguably hardened by years of criminal experience as a thief and burglar. He puts his street smarts and burglary skills to the ultimate test along with his former occupations to help keep himself alive.
Shrewd: He's very, very wary of anyone he meets. This may seem like a negative, but you can't exactly wear your heart on your sleeve during war, and he knows it. He may even start to devise a plan against you...
Quick Thinker: True to a criminal thief, he's a slippery bastard. He'll take the option of the coward any day and use whatever he can to make a bad situation into a good one. He's also good with plans, due to having some experience planning small robberies.
Hardy: He doesn't complain as long as there's a bed, toilet, and a way to cook. You could send him directly in Snowpoint's blizzard and he'd be perfectly fine as long as he can cook, use the restroom, and sleep.
Negative Traits:
Paranoid: Being a thief has made him too paranoid of things that could go wrong, and as such, becomes anti-social to a degree where working with him is...hard.
Grisly: His time spent in and escaping jail has hardened his attitude to the point where it can be difficult to get him to follow orders from Citizens. It's not that you're the problem, he just doesn't want to be seen as weak.
Dangerous: His inventions aren't exactly safe to touch unless he specifically tells you that you can. He's also incredibly sneaky when it comes to bonds... Be careful.
Not Entirely Loyal: He honestly could care less if the regions are decimated by war, as long as there's a way for him to live comfortably with lots of money.
Perhaps, Too Shady: With criminality comes distrust, doesn't it? His skills of escapism, stealing, and stealth might be a great asset, but they could possibly draw public ire. So unless you're willing to spend time deleting this guy's criminal record, you'd best have him disguise...

Mario Alfero was born in Celadon City to a fairly wealthy family. As a toddler, he had to witness his parents arguing and fighting over what they should spend the money on. This ranged from amenities, to useless things like wine or champagne. When he was around age 5, he went to the Trainer's School for basic education and Pokemon Battling knowledge. His school life has been deemed as unimportant. From a young age, it always seemed he preferred to be quiet and reserved, not really caring too much about being top dog or head of the class. Around age 7, his parents had no more money, due to having spent it on the Game Corner. Mario was soon forced to live in poverty, only having enough money to buy lunch every day. His home life fell apart quite fast...
His own problems escalated what with muggers started preying on himself. If he had lunch money left over, it was going to be stolen by petty thieves. Soon enough, he started noticing their patterns and mannerisms, becoming able to evade them and even start climbing the buildings due to their structure and maintenance. This alone would be the start of something greater. He began to start praying on the muggers themselves by taking a heavy object up to the roof, and dropping it on the muggers to steal their cash and belongings for himself. His parents were drinking themselves to death with cheap liquor. Mario thought they wouldn't notice if he just hid his money under the floorboards. Of course, one day, Mario had slipped up quite badly.
Three of the muggers had followed Mario home, and immediately demanded that his parents give them the boy or die. His parents' alcoholism was their undoing. They hadn't a chance against 3 armed men in their state, as they merely laughed them off. The loud bangs and thud signified an easy struggle. Mario took this chance to slip under the floorboards and hide. He waited until after the muggers left to take the money and flee his home. At around age ten, he had made himself a respectable thief in the slums with all his stolen money. He had bought himself actual clothes, lunch, and found a dreary old house to live in. It wasn't much, but something was better than dying on the streets to the same muggers. His life would be about the same until he tried to midnight as a thief and have day jobs. His first job would be a short-order chef, having stolen a cookbook from some fuddy-duddies earlier. Using some of the skills he learned in the book, he became a pretty decent chef. Nothing spectacular, but also nothing too bad either. After the place closed down to to old animatronics going haywire, he sought insight as to what that actually was about. He snuck in there, and managed to meet his first Pokemon... Turns out what really caused the nonsense with the animatrons going haywire was a little old Rotom. He did odd jobs for cash until age 20, seeking new opportunities in life. He was already a good criminal... There was this...gang. An organization if you will. It was known as Team Rocket.
While he wasn't exactly admin tier, Mario was a very good grunt. Using his experience in engineering, plumbing, cooking, and soon to be the janitorial staff, Mario made a fairly nice living for himself as a backhanded crook. Of course, the rest is history as Rocket crashed twice... Who knows. Maybe Red fought him with his pants down. Maybe he didn't.
