Though she'd never admit it, Lyra kinda sorta misses these goons (and Dusty may or may not be considering picking up a rocket of some sort in the future). Seriously though, they may have been the bad guys, but they weren't all bad people, and sometimes they even managed to have some fun together. Petrel never failed to make her laugh (even if he was kinda gross sometimes), and Archer was uptight, but not so bad once you got to know him (not to mention suuuuper fun to tease), and so on and so forth.
I doubt Lyra would know how to feel about Rocket folks falling back into her life, but I'd love to find out.
Allegiance: Kopec
The "lowdown": Zemina and Boure blame the teams for much of the chaos in the world, they use them as an arguing point for one another's failures, but Kopec sees the truth, both sides are doing far more damage than Rocket or any of the others teams ever did. It only makes sense to join with them and stir the pot a bit, if only to prove a point. The new and improved Team Rocket is suing for peace (publicly, at least). Hopefully Kopec doesn't mind a bit of good old fashioned embezzling (among other things)...
